I think your cosmic vision of a special geographic utopia for low wage, low skill, manual labor, and thousands of completely useless government bureaucrats, might have been posted at the wrong website?
This zone would be a perfect place to send many of these "useless" bureaucrats as an alternative to them being fired. They can police the zone or take private employment.
