The problem with that is the enforceability -- who is empowered to enforce it/bring actions pursuant to it?

Any amendment such as this has to include a provision giving any state standing to bring an action under it, even against another state.

I would be in favor of such if they can prove harm (and yeah - there are clearly scenarios for that). Would instantly move into SCOTUS for such claims.
