The orders may come but they will not be carried out by combat arms service men. Bank on it. Nobody under flag or senior O-4/5 and E-6 and above rank will follow that order.

Yes they would. They would be lied to about the nature of the threat, and the civilians would be presented as dangerous terrorists intent on killing innocent people.
The idea would be made to seem good and reasonable when it was conveyed to the troops, and all other sources of information would be kept from them.
Anyone not following orders would be relieved of duty and prosecuted. After they had done it a few times, it would become routine.
