An employee at my local Board of Election once told me that voter fraud doesn’t occur, it’s a myth, disformation.

It's a definition thing. Of course voter fraud happens, but it tends to be on a fairly limited scale - a single vote by a relative using dead uncle Herbert's ballot to a few dozen non-existent people voting from a 7-Eleven address.
Ballot fraud is much more efficient and on a much larger scale. Triple counting of stacks of ballots favoring the D candidate, thousands of pre-voted ballots being trucked in at 3 AM when "no vote counting is going on", tabulating thousands of mail-in ballots that mysteriously have never been folded to go into an envelope, flipping votes via bulk adjudication, etc.
