A huge issue is, why is the immigration department still requiring the failed covid shots in order to get a green card?

Because they’re all power-hungry little despots and they can. Seriously, many of the vaccinated are true believers and think they’ll be better protected from the dreaded covid if everyone is vaccinated. They’re unable to see the silliness of the belief that their vaccine only works if I’m vaccinated.
Advice from the CDC on Vaccinating Patients Who Have Recently Had COVID-19

The updated 2024-2025 COVID-19 vaccines have been released, but patients who have recently had COVID may assume infection alone will protect them.
However, the CDC advises that patients who have recently had COVID-19 may consider waiting up to 3 months before getting the updated COVID vaccine.1 That’s because the risk of getting COVID-19 is less likely in the weeks to months following a SARS-CoV-2 infection.1
The CDC notes that there are some reasons to vaccinate patients sooner rather than later, such as:1
Personal risk of severe COVID-19
Risk of COVID-19 in a family or household member or other close contact
Local levels of COVID-19 illness (which can be checked on the CDC’s Respiratory Illness Data Channel)
Ultimately, the timing of vaccination should be based on clinical judgment and patient-specific considerations.1
