Yellen is “merely” doing what ALL federal agencies were tasked, by Biden by Executive Orders, to do throughout the federal government, with funding and legislation behind it in the two giant spending bills Biden obtained from Congress. The whole scheme creates positions for and places political commissars throughout the federal government.
