I did misspeak on one point. Downgrade their clearances TS to S and TS/SCI and above to TS. Where I misspoke clearances do not give you access. You have to be read in to have access. So not only downgrade all clearances, but cancel access as well. If a former or retired high ranking individual especially political appointees wants access it has to be approved via the White House. Add a severe penalty to include automatic termination and loss of pension if any current member of Intel community or State Department leaks info to former employee without access.
