The Shah was the ruler of Iran- with a parliamentlike Maglis prior to Mossadeq - Mossadeq was just named Prime Minister in 1951 by the Majlis, their legislature. He then turned around and dissolved the Maglis in an effort to assume control for himself without the hassle of a legislative body.
