Interesting, and I agree with it. It says the protestor must be blocking traffic (i.e. illegally protesting), and the driver exercising due care (which I think implies accidentally). I bet it would also be legal to hit a sign if it was blocking traffic. Legal, but stupid.

By the way, I would further amend the bill so that hitting them intentionally is legal as well. Maybe even give them good driver points.
