I think the reason the USSR was so hyper-conscious about security was because the KGB had so thoroughly penetrated the Manhattan Project, and who knows what else.
I was watching something the other day about China's problems with their aircraft carrier. One reason they're having so many problems with it is because they're not building it in just one place. To install each system, they have to sail it to the place where that system is made. It stays there until the system is installed, and then it sails to the next factory.
According to the documentary, the Chinese do this because they don't want the knowledge of the whole ship to be located in any one place. This presumably is because they've penetrated our military-industrial complex.
