I read the Law of War Manual once when we were discussing it as the potential object of the 11.3 (etc.) references in the Q drops. “Belligerent” is a term used in a few places in the manual. An unlawful combatant, illegal combatant, unprivileged combatant, or belligerent is a person who directly engages in armed conflict in violation of the laws of war and therefore is not protected by the Geneva Conventions. Maybe Massie’s use of “belligerent” is telling us something, or maybe it’s just a coincidence. It sure seems to me that our own governments have declared war on its citizens.
