Yep. And may not be driving on a full license...but a permit.
Believe it or not, when my husband was here from the UK in the 90s (IIRC) there was a grace period where he could drive here with his UK DL. But eventually had to get one.
Haiti driver license? Bet that even if these people had one would not get reciprocity.
