They went to pagers because the cell phones were resulting in too many of them getting take out by Israel and the IDF. They thought it was safer communication.
They found out differently. Now what do they have? A bunch of seriously wounded and many blinded terrorists, and a bunch more pagers they can't use.
This is also providing Israel with intelligence that could never have gotten otherwise. Who they are, where they were, who was injured, where they lived or worked, who died.
