That happens frequently in a LOT of southwestern cities and some northern ones. Ritual sacrifices for pagan/demonic cults (e.g. Santeria).

Miami is known for Santeria sacrifices for decades. Dead animals found along waterways and paths are commonplace.

In 1993, SCOTUS ruled that a FL city's (Hialeah) ban on ritual animal sacrifice violated the First Amendment right of religious freedom.

There have been numerous incidents in south Florida over the past decade or so of horses being butchered. Many of these have been taken from their pastures or stalls and found nearby. They have been show horses, children’s pets etc.. It has been speculated that it is illegals who sell the meat on the black market.

I wonder how they would rule on someone killing their children as a sacrifice to Moloch or Baal.
