No it isn't. Ukraine already has western missiles and has been using them on its own for two years. Ukraine is simply asking the US and the UK to stop restricting where it can use them. And as for hyperventilating... may I suggest that you look in a mirror?

Those missile systems which Ukraine has been using may have been operated by US personnel, or not. Analysts have said all along that US military are required to operate some of the equipment we've been sending to the Ukraine. They apparently didn't require US satellite intel for targeting as they were shorter range. The use of long range missiles, which are far more destructive and reach far from the actual line of conflict, fired from NATO personnel into Russia has one purpose only - for NATO to start direct warfare with Russia.
A huge part of the other attempt to start war with Russia, the delivery of F-16's from NATO, meant that the Ukrainians had to struggle to find pilots who could speak/read English well enough to receive Western training. That language barrier strongly limited how many pilots the Ukraine could train, and how long it took to bring them up to speed.
