My understanding of a flagship it is the navy's ship carrying the highest ranking officer like an admiral (the guy in overall command).
I've seen the ship which is being blocked, it's a rusted out piece of junk that should be named the SS Rust-oleum. Sailors should be required to get a tetanus shot before boarding. Can't imagine a country calling it their flagship.
I guessing that the reporter thinks that any navy ship with a flag on it is a flagship.
The US had air and naval bases in the Philippines until the moron ( Chinese funded) politicians kicked us out.

I don’t think Rodrigo was a Chinese puppet. He was uneven, inconsistent on the China issues.
I expect that, by now, the newly-refurbished and modernized and expanded US Naval forces are steaming toward theater to thwart the Chinese interlopers.
