I recall that when this congress started up (not proper terminology) they voted for or demanded that spending bills be line by line? Iow voting on each item of spending, not a bulk deal? What happened to that?
Vote spending bills line by line? Lemme mull on that. On short notice I think it was an incremental thing. Getting back to it is on the Constitutional Convention guys list of stuff to fix.
