Plus, think about what Polis would have to do to get rid of this gang, the cost politically is not something he wants to do.
The gang appears to be armed to the teeth, they would probably fight it out if some type of opposing force showed up.
The local police are not going to touch the situation until the mayor or governor step up and tell them to remove this gang, the police are not going to use force otherwise.
IMO, it would take an all-out assault to remove this gang which would involve a bunch of people likely getting shot including police and gang members the violence afterwards from BLM, Antifa, etc., would be far more than that Polis wants to deal with.
As long as this gang terrorizes people Polis doesn’t care about, they will have free reign to pillage the local population.
