Wonder if they bent the bolts after screwing the nut on. It was done in the past by the cities to keep teens from stealing the STOP signs in the late 1960s.

Very professional looking signs.
Considering that a lot of inner city blacks are being displaced by illegals this could be the work of Blacks.
