I give it a month before this surveillance robot has it's "eyes" punched out, is missing a couple of wheels and is covered in graffiti.

Not to mention that real savvy criminals will stage “events” to get the machine to flood the authorities with excess work so that real planned crimes will get lost in the noise.
Some security folk seem to forget how ingenious criminals are.

She added that these robots are sizable, and will not collect any kind of private information. The robot is looking for information which is publicly available I'd be willing to bet that the robot has a cell sniffer in it that can tag cell phones (like the IMEIs in each one) and get pictures enough to put faces with phones.
