Except it wasn't that simple. There was also a military ruler, the shogun, and then there was the shiken, or retired shogun--except that he was the actual decision maker working outside the castle in Edo, with the shogun being a figurehead.

In general, the shiken was the de facto ruler behind the scenes, while the shogun acted like he controlled all the political units in Japan run by daimyo and their samurai, but everyone paid homage to the tenno, even though his abdicated predecessor was usually the one who made decisions concerning the Imperial court and its connections to the shogunate.
