They have banned R134a. The phase out is in effect.
In Europe, refrigerators were switched from R134a (nonflammable) to isobutane (very flammable) over ten years ago.

Not as dangerous as you think. Europe has used R600 and R299 for more than a decade. Sams club sells deep freezers that use R600 I own two of them they just quietly hum away in the garage. They have hermetically sealed compressors ,condenser and evaporators unless you tool bolt cutters to the coils they can’t leak.even if they did leak the volume in them is like 500 grams worth not enough to form a flammable mixture of 2% to 8% in a normal sized room. I had a K5 blazer that used R12 and when it was banned I filled it with butane and propane till it hit the low side pressure range in the green on the gauge pack took less than a red camping cans worth that’s 12oz. It worked flawlessly for years it would frost the vents it got so cold. It’s FUD that hydrocarbons are not great refrigerants and safe to use. DuPont wants to sell you $80 a 8oz can of 1234yf not a $2 can of isobutane-propane mix
You can pick up R134a at Wal-Mart for $4 a can by the pallet. I have probably 20 cans of it from when it was $2 a can. Three of my fridges and the F250 and Expedition use R134a. New cars use 1234yf that’s $80 a can my Tesla and Volvo use that DuPont crap. I got a smoking deal on black.Friday three cans and a gauge pack for $90 AutoZone has the same Honeywell cans for $80 EACH and you have to buy the new gauge pack R134a nipples and gauges are made different so they are incompatible on purpose.
