We went to the NASA visitor center tours at Kennedy a few years ago. BO was right across the parking lot. Lots of fancy buildings and money being spent. The NASA visitor center employees stated NASA hated SpaceX and was counting on BO and Boeing. Going inside, SpaceX had some representation, but BO and Boeing had much greater representation and fanfare.
Their army of lobbyists has always paid off for Boeing. Also, the Dragon Lady in Pentagon procurement did some prison time for her corruption on behalf of Boeing.
