Eisenhower called the people behind the scenes the military industrial complex. Even earlier than Eisenhower's famous speech, Joseph Kennedy, father of John Kennedy, said that at most 50 men run America. In 1956, sociologist C. Wright Mills wrote a book, The Power Elite. A decade later, G. William Domhoff followed Wright's study with his book, Who Rules America. None of these men were "conspiracy theorists" in the sense that Gary Allen of None Dare Call It Conspiracy fame or Alex Jones were/are. Eisenhower and the others recognized that men with political and financial clout collude to run things behind the scenes, leaving a facade of a constitutional government and political democracy to fool the masses.

Since 1933, and especially after 1970, the character of that elite has shifted away from the Northeastern WASP descendants of the Puritans and Quakers and has adopted a Marxist ideology of the Gramscian/Frankfurt School variant. Since 1970, only two Presidents, Reagan and Trump, have been in conflict with their aims.
