Do you happen to have a post for her mother?
We'll it's obvious YOU didn't read the article. Kamala Harris’s mother, Shyamala Gopalan, was a citizen of India when she arrived in the U.S. in the fall of 1959 as a Master’s degree student. It is unclear whether or not she naturalized as a U.S. citizen before her death in 2008.

When did her and the father first apply for immigration to the US?
I would presume for the father the date given in the article.
Her immigration would have been granted automatically by law upon her birth to ALIEN parents noticed on her birth certificate.

when did they renounce their citizenships for US citizenship?
Who said anything about citizenship being renounced?

I’m guessing you’ve never had anything to do with immigration or naturalizing.

Since she was still an Indian when she died... and wouldn’t have started the immigration process prior to kamala’s birth... it’s literally impossible for Kamala to be an American citizen as neither of her parents were.

As an obvious side note... definitely NOT a natural born citizen
