That Amendment applied to previous slaves only in a one shot deal.
And THAT is why subsequent Immigration and Naturalization laws were enacted.
Try reading the amendment. While it’s initial purpose was to deal with the citizenship for native Americans and slaves, it was not limited to just those people. Indeed, it was written to deal with everyone coming into the country and their children.
It’s not very long. Try reading the entire first sentence. Don’t stop at the commas.
