The Constitution does not expressly define “natural born citizen,” and the Supreme Court has never ruled precisely on its meaning. In contrast, 8 U.S.C. § 1401 lists eight categories of persons who are "nationals and citizens of the United States at birth."

The 14th amendment hasn’t been challenged in the way you have been presenting it and the way the 14th amendment is written she is a US citizen.
Natural born would then mean anyone born on US soil or to at least one citizen parent abroad. As opposed to naturalized, which would be someone born abroad to non citizen parents.
