The spiritual solution would be the equivalent of the Welsh Revival of 1904, the likes of which have not been seen in this country since the Second Great Awakening.

An Inquisition would be more of a political solution, though the most effective would be to give the government broad powers to arrest and imprison/execute anyone found to be exhibiting any violent or property-based criminal behavior, along with individual powers to use any level of force to protect oneself, one's family/friends/neighbors, and one's property.
