If they are going to build, why don't they try converting empty office towers into a new version of loft apartments?

Interesting idea, but a lot of office spaces are little more than cube farms. You'd have the exterior that wouldn't need to be changed much, but to divide all that floor space, install kitchens, bathrooms, closets etc. We're looking at a pretty spendy proposition.

Better to keep them in shiny projects/prisons than to disperse them into our neighborhoods. Just sequester them as best you can.
