Assassination plots are complex and impossible to rehearse, so something inevitably goes wrong. DHS/FBI underestimated and couldn't control the outflow of information before and shortly after the shootings. These days, everyone holds a camera and video recorder in their hand.
One major thing that went wrong for DHS/FBI is a photo of the assassin was released shortly after he was shot on the roof. The shooter isn't Crooks - the photo shows someone else a little older, more lean, with a different face and body type - and he's not wearing the same clothing as Crooks.
The plan was for Crooks to be the patsy, but DHS/FBI should have called an audible and allowed a second shooter/plotter in the conspiracy once the public saw the photo of the dead guy. But the FBI has stuck with Crooks in its "lone wolf" narrative.
The fact that we know the dead on the roof isn't Crooks means the findings of any investigation will contradict what we've see with our own eyes.

Ok, if you are correct and the dead guy isn’t Crooks, where is Crooks?
