I was thinking of Putin possibly using a tactical nuke on his own soil to push back the Ukes. That would land in a gray area as far as reaction from NATO is concerned.

The Ukes occupy a portion of Russia smaller than city of LA. Mostly empty fields. A meaningless occupation that is 453 sq miles out of 6.6 million square miles. No one is going to use even a tac nuke for that. Especially on its own territory. The Russkies could easily find a target in Ukraine if that was their desire.
