It has to be this way as has been stated numerous times. A true SCARE event will get peoples undivided attention and hopefully wake many who have otherwise been sleeping.

NSCWIC = National Council of Statewide Interoperability Coordinators
NSCWIC is what takes over if the federal government is decapitated. Its role is to govern until civilian authority, via the Constitution, can be reinstated. It functions as an amalgam of military authority and state participation. It's an outgrowth of EOs that originated in the first year of the Kennedy Administration. JFK was concerned about a surgical Soviet nuclear strike that would take out DC. Today DC could be neutralized in any number of ways outside a nuclear strike.
SCARE is the trigger for NCSWIC.
