Behind the Lowes is the Meadowbrook Parkway. There is a small strip of trees where this encampment may have been setup, but it's already torn down.

There are no illegal habitats in the residential areas of Garden City. It has its own police force and they barely tolerate speeders aka people driving over 30mph, never-mind encampments.
