Definitely. According to the timeline I saw online, from the time of the first shot to the would be assassin on the roof being taken out, was 26 seconds.

Firing a shot every two seconds is not difficult. It is a little harder if you have to shift targets.

Well trained and practiced experts could get off 48 rounds in a minute, aiming at a target 200 meters away, with a bolt action Lee-Enfield .303 rifle.
