We need a single state, Florida maybe, to pass legislation that makes this type of mutilation illegal, and gives that state's patients AND guardians the ability to sue the bad actors personally, through the lifetime of the harmed individual. Doctors, nurses, hospitals, counselors, teachers, clergy . . . ANYBODY whose influence cause these harms, should be on the hook forever. Once an insurance company is dinged anywhere, hospitals will stop offering this barbarity and the mutilation will stop.
