The president is still the ultimate authority and is he wants to spend all his political capital firing everyone and replacing them with loyalists who will excise his will he can, extreme yes but things can be done.
If Trump doesn’t at least fire Wray, it will be a shock.
That wouldn’t be a part of a full house cleaning of the swamp, that would be fully expected even on a short list. The other side can frame it up subjectively as ‘retaliation’ all they want. On an objective level he has proven to politically complimentary to one party and detrimental to another one, and that is not in his job description.
