At the link, the user downloaded the audio for Biden's call, and then uploaded it into ElevenLabs software. That program indicated there was a 98% likelihood that the audio was generated by ElevenLabs software. The user in the clip said, "Yeah, it looks like, they didn't even really try,"

I believe the reason the narrator seems suprised that they only used ElevenLabs software because those who prepared the file could have modified or 'washed' through more than one program to make it hard to trace. Sound engineers could have tweaked the audio to conceal its origin.
