the sound was coming out, but his lips were tight together and not moving.

Just finished his address for whatever it was. He didn’t step anyplace. Just spent awhile trying to create a list of stuff he’s wished he’s done. Kind of sounded like he doesn’t know he’s done yet-—promising to keep up his good work for another half year.
