You are raising a very good point but it does not mean what you think it means.
What it means is that the “they” who planned the assassination are not the same “they” who were “not ready for this”.
My read is that the plotters (like the JFK plotters) were not high profile public figures you think are “they”.
The real plotters remain out of the limelight running free—so “they” are doing just fine.
They just don’t care that we know. They will keep trying I think as well.
