Yes I'm fairly sure that is how it would go. Though when he was witnessing the shooter aiming his weapon at Trump. He doesn't need approval. That is a legal defensive action for any citizen. Approval is needed when you have a highly suspicious target.

Everything I have read/heard so far suggest a several minute conversation about when sharpshooters on our side could take out the shooter.

Actually that's what happened. He shot first and got killed after he had already fired.

I agree with you its an insane rule and makes no sense. But that's the regime in power. They are compromised and hate the country and Trump.
