If the shooter was firing an AR-type rifle he was most likely shooting Full Metal Jacket - which is a lead projectile with a harder metal around it https://en.wikipedia.org/wiki/Full_Metal_Jacket_(ammunition)
If he was shooting a 5.56 62gr load (aka “Greentips”) it would be a steel-core mild penetrator clad in a copper jacket. Either load could put a hole in a hydraulic line.
The reason for the spray is because the fluid was under a lot of pressure. Notice how the spray stops when the fork section stops retracting.
