I’ve suspected ROE causes, but this narrative smells a bit fishy. Say that there were rules in place that permission is required to act vs react. It would be extremely negligent to do so but DC has no shortage of morons.

Wouldn’t the ask for permission also simultaneously be notifying the crew on the stage to get Trump to cover? As soon as anything is noticed, everyone should be aware. They should all be on the same radio channel, or at least have people who are monitoring and can communicate on both.
