40°51'31.3"N 79°58'08.4"W This is the water tower. Google map doesn't have the bleachers but I believe they're in the way. There was no line of site IMO from the water tower. I agree it was from the building where the shooter was killed. No place else.

one other thing. Sniper position two wasn't covering that building. They where looking the other direction. They where set up to look the other direction. It takes critical time to lift the weapon up move it to the other side of the crown of the roof and adjust the weapon. Maybe a minute.
