Very interested in his take... especially why the roof was not secured... and why they didn’t take out the shooter before the first shot...
It makes no sense...
Probably had standing orders like our soldiers in active war zone.
“You must wait until the enemy shoots before you can open fire.”
So even if they knew all about this guy and saw him climb in to position and take aim, they had orders to wait until he fired before they could take him out.
