I enjoy some of the gardening videos on YouTube, and I’ve noticed in the comments that many experienced gardeners are having problems with germination, and they mention beans in particular. As for getting the wrong seeds, I’ve had similar problems when ordering from seed vendors on Etsy. I think some of them are simply reselling cheap and outdated seeds they get from bulk seed dealers, many of them in China. You’ll notice that all those five-star ratings on Etsy are from folks who’re simply rating the speedy delivery of the seeds and not their germination rates and the resulting plants.
I’m betting the seeds were old, not packed for this years planting.
