Why doesn’t Hollywood establish some type of pension system for actors who fall on hard times?From what I understand there's supposed to be. Comes with being a member of the Screen Actors Guild, or something. The more a person performs the more "points" they score toward that.
When she was making Murder She Wrote, Angela Landsbury made it her mission to hire actors and actresses who hadn't worked in decades, so that they could accumulate points toward their pensions.
And then there are residuals. But God only knows how much those are now that The Shining has been out for almost 45 years.

Quite a few artistic types can't handle their finances. To create a pension system would mean the richer actors need to pay in to it. There is the problem.

This is untrue. She lived in a one-story ranch home on a few acres in Texas hill country. I'm familiar with the property.
