Russia is not deliberately targeting civilians. Why would they? Not any country in the world would support this. There is NO military gain from an act like this, only sympathy for victims. Especially today as NATO summit convenes…eh
But collateral damage, missiles knocked off target, target error, Uke air defense missiles falling back onto non-targets…all possible.
It’s pretty easy for Russia to stop attacking Ukraine.
Sure, ruZZian missiles are so accurate. ruZZians just don't care about any resulting civilian casualties.
They even fired 1960's anti-shipping missiles against Ukrainian cities known for their inaccuracies.

A Cold War-era supersonic anti-ship missile has apparently been used by Russia for the first time in its war in Ukraine, almost certainly having been repurposed for the bombardment of a land target.
Evidence of the huge missile — known to NATO as the SSC-1B Sepal — having been used in this way points to the fact that Russia is increasingly making use of much older weaponry in this conflict as well as using missiles in roles for which they were not primarily designed.
