They're planning to get billions and billions in new tolls from people driving to Manhattan from Westchester County,Nassau County,Connecticut and New Jersey.

At some point NY will become so untenable and unaffordable and unlivable that jobs will go away. People won't be driving into the city if their jobs aren't there. What then? I'm not arguing, just curious where they think the money is going to come from as they trash their city.
