Straight majority plurality vote in the district/state wins.

Most areas don't have runoff elections if no one hits 50%, so whoever gets the most votes wins even if less than half. That works well in a stable two party system, but is a mess when one of the parties is being replaced, which hasn't happened here since 1860.
