It is said of the Bourbons that they learn nothing and forget nothing.
That was Louis XVIII of France.
You could have reasonably applied it to Fernando VII of Spain, probably, similar mindset.
Both were hell-bent on restoration, instead of adaptation to changed circumstances.
But thats back in the XIX century.
The Bourbons were, more generally, held to be leading edge innovators, as monarchs went. Not always to good ends.
